The answer is vehicle utilization. When you book a round trip, the driver stays with you or returns at a scheduled time and brings you home — the vehicle is occupied in both directions. You book transport to a destination only — no scheduled return. The higher per-mile rate reflects the driver’s empty return leg to Hampton Roads after drop-off.
